Follow CDE guidelines for Pre-Referral process prior to recommending an evaluation.
The Child Resource Team (CRT), the building coordinator from Literacy and Language Support Services (LLSS at 303-447-5073) and child's family meet to discuss concerns regarding the child's education performance. The information shared should include the child's educational, language and cultural background. Specific interventions are developed to address and support the child's needs and build on his/her strengths. (LLSS can provide consultation related to second language learning and assist with assessments on children who speak languages other than Spanish.)
The strategies developed during the CRT process should be implemented for approximately six weeks. The CRT team, LLSS or ESL teacher and family reconvene to check progress and to discuss if concerns are related to second language learning or if a Special Education evaluation is needed.
Once the need for a Special Education evaluation has been determined, the building team completes the SEBAT referral form and attaches the supporting documentation to create the "SEBAT packet." The following documents complete the SEBAT packet...
- Language Proficiency Documentation form
- Concerns About the LEP Student form (completed by the LLSS coordinator at the CRT meeting)
- Most recent screening information, CRT notes or most recent IEP
- Medicaid number, if applicable
- Copy of the Referral to Special Education form
- Copy of the Permission to Evaluate or the Permission to Re-evaluate form
- For children transitioning from Part-C, a copy of their most recent IFSP
All referrals must be submitted to Ellie Sabourin (303-447-5078) at the EDC within two day of the Referral to Special Education. Incomplete packets will be returned to the referring team resulting in a delay in SEBAT process. - If a building has Spanish speaking team member, then those team members are responsible for assessing the Spanish-speaking children for their building. SEBAT will supplement the building team, as needed. For example, if the only member of a building's team who doesn't speak Spanish is the social worker, then SEBAT social worker will participate in the evaluation.
- The building based team is responsible for assuring that an interpreter is available at the staffing for parents who are non-native speakers of English, per IDEA. A list of interpreters is available through the BVSD translator, Adriana Hodges, 303-447-5079.
- The building based OT and RN are responsible for assessing children K-12.
